It depends on the country of the author, there is no way to make one's work immediately enter the "public domain" (and not just after its copyright has expired) in many countries. But sure, this clearly indicates that the author's intent is that you can do what you like with it, for instance redistribute it as LGPLv3+/MPL, yes.
